The RENAPER Data Exchange Platform

The Customer

The National Registry of Persons (RENAPER – Registro Nacional de las Personas) is the national agency that is responsible for the registration and identification of all individuals who are domiciled in the Argentinian territory or jurisdiction of all Argentina; as well as the Argentinians independently of the place of their domicile, carrying a permanent and updated history of the most important life events, from birth through the various stages of life, protecting the right to identity.

RENAPER ships, exclusively, the National Identity Document (DNI) and all reports, certificates or testimonials in accordance with Law 17,671 of the Argentinian Republic, awarded based on fingerprint identification.

It is a decentralized and autonomous public organization, reporting to the Ministry of Interior and Transportation, through the Secretary of the Interior. For the purpose of fulfilling its mission, the National Registry of Persons exercising jurisdiction over the entire territory of the Nation.

The Republic of Argentina is composed of twenty-three (23) provinces and one autonomous city, the city Buenos Aires. The administrative divisions of the Provinces are the departments, and the municipalities, except for Buenos Aires Province, which is divided into partidos.

In this context, the overall objective of the project is to realize the software platform and to set up the technical means for the request and acquisition of civil status data and documents by electronic means, as well as their exchange (if required) between civil registrars of the various provinces.

The Challenge

RENAPER seeks for a software infrastructure that will interoperate with its National Database (DB Nacional) for the querying, acquiring and digitally signing the civil-status documents deriving from the existent National Database.

RENAPER seeks for a holistic software solution that will comprise an integrated environment built by utilizing various modules in order to facilitate the homogenized user interaction based on a single environment.

RENAPER needs a software platform that will allow for the exchange of digital civil status documents among provinces that have not provided information to the National Database.

RENAPER needs a software infrastructure that will continuously update the digital content stored in the National Database by pushing the information produced by the civil status registrar during a certificate request.

Our Solution

In order to come up with the above-mentioned set of challenges posed by the nature of operations of RENAPER, UBITECH installed and performed a highly-customized instance of ubi:eXchange software platform.

UBITECH instantiated, parameterized and deployed the distinct sub – modules for signing and encrypting in order to provide added-value functionalities for the digital signing and PDF extraction from the dataset inside the National Database.

ubi:eXchange digital document signing and encryption environment is on-the-fly installed in the personal PC of each Civil Registrar in a secure environment in order to maintain all the security constraints imposed by the organizational security policies.

ubi:eXchange security mechanism was customized and bundled with the asymmetric encryption component so that to ensure the secure and intact transmission of the sensitive personal data of the Citizen among the various provinces of the Republic of Argentina.

ubi:eXchange web and software interfaces are being fully integrated so as to facilitate the provision of a single user interface so as to allow the end user to easily interact with the implemented software platform.
