RENAPER Data Exchange Platform implemented by UBITECH allows the secure interchange of Civil Status Certificates among the Provinces of the Republic of Argentina

The Secure Data Exchange Platform implemented by UBITECH for the “Registro Nacional de las Personas” (RENAPER) of the Ministry of Interior and Transport of the Republic of Argentina has been tested and piloted in four provinces of the Argentinian Republic, namely Neuquen, Tucumán, Corrientes and Formosa, during March and April 2014. The successfully executed test cases included the exchange of digitally signed birth, marriage and death certificates, allowing the functional evaluation and acceptance testing of the electronic platform and the familiarization of the provincial public servants with the platform’s digital formats, services and functionality.

Going a step further, the Province of Neuquen, due to the advanced stage of digitization of its civil status records and the sophisticated provincial interconnection plan, has achieved to utilize the electronic platform for exchanging digitally signed certificates between the province and other provincial or federal legal entities requesting civil status documents from citizens.

In the course of the platform presentation to the personnel of the Civil Registry, the Provincial Board of Education, the National Administration of Social Security (ANSES) and the Judiciary of the Province of Neuquen, the Minister of Government, Education and Justice, Ms. Zulma Reina, has highlighted the importance of the platform since it provides a means for minimizing bureaucracy. “It is not reasonable for the citizen to go from one office to another seeking information required by the State. With this technology, we modernize and speed up procedures and reduce the waiting time for certificates acquisition”, she said. She recalled that this is possible thanks to the work done for years jointly with the Minister of Interior and Transport Dr. Florencio Randazzo, and the Secretary of Interior, Dr. Marcio Barbosa. Ms. Zulma Reina underlined that “this is the sign of a federal coordination that has allowed us to provide top quality services to the citizens”. Additionally, she thanked the Deputy General Manager of the Information Management Division of the Ministry of Interior and Transport, Mr. Flavio Brocca, who was responsible for the implementation of the testing and training sessions.

Moreover, the provincial director of the Civil Registry, Mr. Carlos Willhuber, commented that digitalization can realize “an old dream of the clerks of the Civil Registry, namely to offer the requested documents and certificates immediately”.

Finally, during the piloting phase, a United States citizen born in Argentina requested a birth certificate from the Province of Neuquen. The provincial clerks retrieved his electronic record, signed it digitally through the platform and sent it back to the citizen. One day later, the citizen communicated with the Civil Status Registry of Neuquen to thank the personnel for their prompt actions and inform them that the electronically -issued and -signed certificate was accepted by the United States authorities, verifying profoundly the success of the platform.
